Allows Tier-based component descriptions (e.g., "Tier 1 modules ≥ 400W") instead of specific manufacturer/model. Final equipment selected during engineering. Recommended for the 70-day BOC window.

Why this matters: IRS Notice 2025-42 requires "identifiable property" — the project must be specific enough that auditors can tie the 5% deposit to this system. You don't need final engineering, but you do need: an address, a kW capacity, mounting type, and at least Tier-based component specs. Specific kW + mounting + Tier categories satisfies the test. "TBD" alone does not.
